The purpose of the Governor's executive order is to control the spread of Coronavirus (COVID-19) and to reduce and minimize the risk of infection by "limiting attendance at public assemblies, conferences, or other mass events."

Recommended Motion:

Requesting Board approval of the contract for $29,200 for siding replacement at Sunset High School.


Quick Summary / Abstract:

Siding replacement for Sunset High School to remove and reside approximately 90 linear feet.  The bid includes all materials and taxes.  The bid does not include any hidden dry rot, electrical removal or fire alarm removal.

Rationale:

The attached increases are due to two things, 1) working current employees for over 6 months in vacant positions while trying to fill them and 2) working current employees in their own job for extra hours for more than 20 consecutive days.  Under the merit system, limited term is 6 months or less, when an employee works over 6 months in their classification, they have rights to the job.  For the 20 consecutive days, Article 8.6 of the CSEA contract states:  Any employee in the bargaining unit who works an average of fifteen (15) minutes or more per day in excess of the employee's regular part-time assignment for a period of twenty (20) consecutive working days or more shall have the employee's regular assignment adjusted upward to reflect the longer hours effective within a thirty (30) day period.  This only applies to additional time in the employees' regularly assigned position.

Quick Summary / Abstract:

We have had difficulty filling the vacant 3.5 hour positions.  To remain compliant with merit rules as well as CSEA contract, the attached positions need to be increased.

Financial Impact:

The estimation of the financial impact at this point is a significant increase until we remove positions.  Staff are reviewing those positions now and will bring forth reduction in positions shortly.

The Board took action at an emergency meeting on March 15, 2020 to close Del Norte District and County Schools beginning Monday, March 16th through April 10th followed by spring break on April 13-17 with school resuming on April 20th.  The board will reevaluate the closure at today's meeting.
